HEWITT B “RUSTY” CLARK, Ph.D., is the Principal Investigator of the National Center on Youth Transition. Dr. Clark’s primary position is as a Professor in the Department of Child and Family Studies at the Louis de La Parte Florida Mental Health Institute, University of South Florida, Tampa, Florida.

Dr. Clark received his doctoral degree in developmental and child psychology from the University of Kansa in 1972. Dr. Clark came to the University of South Florida after directing a comprehensive mental health center for children and families in Nevada, where he was affiliated with the university of Nevada. Over the course of his career, Dr. Clark has developed and researched various innovative programs and has published extensively, with 3 books and more than 85 publications to his credit. He is co-editor of the book entitled: Transition to Adulthood: A Resource for Assisting Young People with Emotional or BehavioralDifficulties. His research interests and grants focus on evaluating the effectiveness of: 1) individualized planning and intervention processes for children/youth with emotional and behavioral difficulties and their families, 2) aftercare services for juvenile offenders, and 3) the transition of youth and young adults into employment, educational opportunities, and independent living. Dr. Clark is a Board Certified Behavior Analyst and serves on various boards of editors for professional journals and consults nationally and internationally. When Dr. Clark is not conducting research and workshops, teaching, consulting, or developing programs on his topics of professional interest, he enjoys his avocation of sailing the Gulf of Mexico and other seas.

Nicole Deschênes : Project Director and Co-PI

NICOLE DESCHÊNES, B.Sc., M.Ed., is the director of the National Center on Youth Transition, which dedicates itself in improving practice, systems and outcomes for youth and young adults with emotional and behavioral difficulties. Nicole is also a faculty member in the Department of Child and Family Studies, at the Louis de La Parte Florida Mental Health Institute in Tampa, Florida. She holds a bachelor degree in nursing from the Université de Moncton, Canada and a master’s degree in Education from the University of New Brunswick, Canada.

Nicole has more than 30 years of experience as a community mental health nurse, educator, consultant and researcher. Throughout her career, Nicole has assisted local, national and international organizations in developing improved supports and services for individuals with emotional and or behavioral issues. She has learned from and consulted with a multitude of organizations addressing youth development, community development and the promotion of mental health. She has served on a variety of task forces in government and the nonprofit sectors and is the author or coauthor of various publications and reports. Her current interests and efforts focus on developing effective transition models for youth in transition. Nicole loves to travel and is fluent in French and English.

Joanne Herrygers: Coordinator

JOANNE HERRYGERS, B.A., is a Coordinator for the National Center on Youth Transition. She holds a Bachelor of Arts degree in Economics from the State University of New York at Stony Brook. She achieved certifications in software development, systems analysis, and quality analysis.

Joanne has more than 30 years of experience including mental health research, project management, quality assurance, insurance, and training. In recent years, her projects have centered on improving quality and satisfaction of clients and staff while reducing operating costs. As director of a telecommunications company, she centralized a function across business units in Florida, Georgia, and Texas to achieve cost, quality, and satisfaction objectives. As a volunteer management consultant for the Executive Service Corps of Tampa Bay and the Management Assistance Program, she assisted non-profits with strategic planning, quality improvement, grant requests, and change implementation. Joanne is especially interested in applying her knowledge of assessment and implementation to social programs. Since 1999, she has been focusing on fidelity assessment case studies and training, specifically related to the System of Care and the Transition to Independence Process (TIP). Joanne is currently developing transition fidelity assessment tools, along with the protocols, process, and training required to administer the instruments.
